Serve over toast, bread or mashed potatoes.

I always knew when mom was low on money. She would give me a dollar or two to go to Hammer's Market to buy chip beef. I think it was like 050 per pkg. back then. She would make this, and we put it over mashed potatoes and bread. It was a poor mans open face sandwich.
