1 lb. haddock or other white fish
1½ cups water
1 bay leaf
1/2 tsp. lemon juice
1 tsp. Worcestershire sauce
1 Tbsp. minced celery
1 tsp. minced onion
1 chicken bouillon cube
1/4 cup butter
1/4 cup flour
2 cups warm milk
1/2 cup diced carrots
1/2 cup diced potatoes

Directions:

Combine all ingredients and simmer until fish is cooked.

In separate pan, combine butter and flour. Melt butter - add flour and cook until foamy. Combine with fish mixture. Add warm milk, carrots, and potatoes and simmer for 20 minutes over low heat.

This tastes similar to New England Clam Chowder. I used to make it when I was a poor student and when I first got married (the first time) because it used to be pretty inexpensive to make.
