2 Tablespoons oil
2 shallots coarsely chopped
1 teaspoon kosher salt
2 cups chicken broth
2 cups Arborio rice
2 tablespoons unsalted butter
6 tablespoons flour
½ cup milk
1 ¼ cups grated parmesan cheese
2 teaspoons fresh thyme leaves
1 teaspoon grated lemon zest
¼ teaspoon black pepper
2 large eggs
1/3 cup brandy
½ cup golden raisins
1 ½ cups panko
3 oz fontina cheese grated
3 oz fresh mozzarella coarsely grated

Directions:
Directions:
Saute shallots in oil until softened. Stir in broth and 2 cups water and boil to cook rice per directions. Reserve ½ cup of cooking liquid.
In new pot, mix butter and flour and cook until foaming and golden brown, whisk in reserved rice liquid and milk, then add parmesan. Season with pepper, thyme, salt, and zest.

Mix rice and liquid together, and add eggs when cooled completely. Warm the brandy in small pot, remove from heat add raisins and let soak 20 minutes. Drain.
