1 (16 oz) pkg Penne pasta
1 small sweet onion, chopped
1 medium- size fennel bulb, thinly sliced (optional)
2 TB. Olive oil
3 garlic cloves, minced
1 tsp fennel seeds
2 (24oz) jars marinara sauce
2 (14oz) pkg frozen meatballs, thawed
1 c. Fresh orange juice
3/4 c. Chicken broth (organic optional)
1 tsp. Firmly packed orange zest
1 medium red ( or green) pepper, chopped
1/2 tsp kosher salt
1 c. Torn fresh basil
1 1/2 (8oz) package fresh mozzarella cheese slices
Garnish with fresh basil

Preheat oven to 350º
Sauté onion & fennel in hot oil in a Dutch oven over medium heat 8 to 10 minutes or until tender
Add garlic & fennel seeds & sauté 1 minute.
Stir in marinara sauce & next 6 ingredients. Bring to a boil, then lower heat , cover & simmer for atleast 10 minutes.
Remove from heat, add basil, cooked pasta & salt to taste.
Transfer to lightly greased 13x9 baking dish. Top with cheese
Bake on foil lined baking sheet for 25 minutes or until bubbly.
Garnish with basil
