1½ C. flour
⅓ C. nonfat dry milk
3 T. sugar
2½ t. baking powder
½ t. salt
2 eggs
⅓ C. water
¼ C. vegetable oil
½ C. raisins
Vegetable cooking spray

Directions:
Directions:
Preheat oven to 400°F. Coat muffin pan with cooking spray. Put flour, dry milk, sugar, baking powder, and salt into a large bowl; stir. Break eggs into a small bowl. Add water and oil; stir. Add egg mixture to flour mixture; stir until the mixture is wet. The batter will have lumps. Do not mix too much. Add raisins; stir. Fill each muffin cup about ½ full. Bake 20 minutes or until light brown. Remove from pan and serve hot.

Mix together 2 t. cinnamon and ¼ C. sugar and sprinkle on top of the muffin batter before baking.
