In a large pot, melt 2 T butter over medium high heat. Add 1/3 c. chopped onion and 1/3 c. copped celery; cook, stirring occasionally until tender, about 3 minutes. Add 4 c. diced, peeled potatoes and 3 cups chicken broth. Bring to boil over high heat and cook until potatoes are very tender, 12 – 15 minutes. Reduce heat to low then stir in 1 c. milk and 1 c. half-and-half. Add 2 c. shredded cheddar cheese and ¼ t. pepper. Stir just until cheese is melted and soup is smooth.
