1 cup butter
½ cup sugar
2 cups flour
¼ tsp baking powder
½ tsp salt
2 Tbsp milk
½ tsp vanilla

Coconut topping:
3 cups shredded sweetened coconut
15 oz soft caramels
3 Tbsp milk
¼ tsp salt
8 oz dark chocolate

Cookies: Heat oven to 350º. Cream butter and sugar, beat in flour, baking powder and salt. Add milk and vanilla. mix until dough comes together. Divide in 2 balls, wrap in plastic wrap and chill 1 hour. Roll ⅛" thick, cut out with doughnut cutter, bake on parchment paper 10 minutes. Cool on a rack. Coconut Topping: Spread coconut on baking sheet, bake 10 minutes at 350º, stirring frequently. put in bowl and set aside. Melt caramels, milk and salt in double boiler. Remove from heat and add ¾ of the caramel into the coconut in the bowl, mix well. Spread melted caramel on top of cooled cookies, then press top of cookie into coconut mixture. Let cookies cool. Melt chocolate and dip bottoms of cookies in chocolate, cool on wax paper, drizzle melted chcolate over tops of cookies. Cool.
